Wild Card Slot

Chuck sent me an email with the proposed by-laws to govern our future selections. I've included the text of that email below. If you have any ideas or suggestions before we gather in Canada you can email your inputs to me and I'll keep them together for our discussion during the trip.

I was approached recently by Rich, Darren, and Dave wondering if it would be
okay to invite Dave's son, David, in the "open spot" we had at Sessi As
you know, Sessi holds 10 fisherman comfortably, yet we only have 9 JOA
members scheduled to go. It sounded okay to me, but it did raise an issue.
Perhaps in the future, others may want to invite someone new to the trip.
This gave rise to the concept of the "Wild Card Lottery".

We have decided to invite David as the first ever Wild Card. This is a
person that is not part of the regular crew, but comes along on one of the
trips. In the future, we are anticipating the need for a lottery in order
to determine who gets invited.

I have discussed this a bit with both Bob and Rich, and the idea could work
something like described below. I intend for these Lottery "by-laws" to be
fun, yet functional. Hell, we have a news letter, why not have some
by-laws!

Wild Card Lottery
At the end each fishing trip, perhaps in the gazebo on Rainy Lake, we will
hold a lottery to determine the Wild Card selection order for the following
trip. Naturally, only those who have not used a Wild Card in the past will
be considered in the lottery. (This would mean Dave would not be eligible
in the next lottery because he will be using his Wild Card in June to bring
David.) Whoever has the lowest number in the lottery (1) will have the
first option to invite a Wild Card. If they choose to pass, they must pass
to the next person in the order. If all eligible members pass, then the Wild
Card will go to the non-elligible member whose last Wild Card was longest
ago. If they pass, it goes to the next oldest Wild Card recipient, and so
on.

Wild Card Selection
A member that has won the Wild Card bid must either Confirm a candidate
within 60 days after receiving the Wild Card bid, or must pass to the next
member in the lottery order.

Wild Card Confirmation
Once a member has decided they want to use their Wild Card bid, the member
must present the candidate to other members of the group and must attain a
majority approval vote. For example, in David's case, Dave, Rich, Darren,
Chuck, and Bob formed the majority approval vote for David. Rich lobbied me
on behalf of David. I lobbied Bob on behalf of David, Dave, Darren, and
Rich.

Let's discuss these rules over the next few months and solidify them when we
get together in June. Looks like we have a set of By-laws forming!
